Offsets are calculated in the input time zone. If an offset crosses a daylight saving boundary, an hour may be added or subtracted to preserve the same local time. (e.g. November 1st at midnight + 7 days = November 8th at midnight, which is 169 hours ahead, not 168.) Switch to UTC to avoid this.
